प्रधानमंत्री नरेंद्र मोदी के पाकिस्तान के साथ रिश्ते सुधारने के प्रयास को झटका लगा है। अफगानिस्तान से लौटते समय लाहौर में नरेंद्र मोदी और नवाज शरीफ के बीच आत्मीयता आतंकवादी संगठनों को रास नहीं आ रही है। नए वर्ष की शुरुआत में ही पठानकोट एयरबेस में आत्मघाती हमला इसी सच की ओर संकेत कर रहा है। इससे एक बात और भी स्पष्ट हो रही है कि पाकिस्तानी सेना समर्थित आतंकवादी संगठनों ने अपनी रणनीति में थोड़ा सा परिवर्तन कर दिया है। पहले वे अंतरराष्ट्रीय दबाव में पाकिस्तानी सरकार को भारत से वार्ता करने तो देते थे पर वे इस बातचीत को किसी अंजाम तक पहुंचने नहीं देते थे। पर अब वे बातचीत की पहल होते ही भारत में कोई न कोई हमला करके माहौल खराब कर देते हैं।

अक्सर घरेलू हिंसा के मामले इतने वीभत्स और हिंसक हो जाते हैं कि सभ्य समाज पर प्रश्नचिन्ह लग जाता है। कई महिलाओं की तो हर रात इस डर में कटती है कि कहीं कोई अनहोनी न हो जाए। यह समाज पुरुष प्रधान है, पर इस समाज में ऐसे पुरुष भी हैं जो इंसान कहलाने के लायक भी नहीं हैं। ¨हसा कोई भी हो, वह समाज के विरुद्ध होती है और जो हिंसा समाज के विरुद्ध हो उसके दमन के लिए समाज को आगे बढ़कर आना चाहिए। दूसरी तरफ समाज इस हद तक आधुनिक हो गया है कि मानवीय संवेदनाएं दम तोड़ चुकी हैं। पड़ोस में कौन पिट रहा है या कौन पीट रहा है, इससे किसी को कोई मतलब नहीं है। शायद तभी तो भारत में घरेलू हिंसा की घटनाएं दिन-प्रतिदिन बढ़ती जा रही हैं। अनगिनत ऐसी महिलाएं हैं, जिनकी जिंदगी इतनी बोङिाल हो चुकी है कि उन्हें आत्महत्या करना जीने से ज्यादा आसान लगता है। पारिवारिक कलह ङोलना, बच्चों को पालना, एकल मातृत्व का दर्द ङोलना हर किसी के वश की बात नहीं है, लेकिन ऐसी जिंदगी जीने वाली महिलाओं की संख्या बढ़ती जा रही है।

वारदात की दिल्ली 

राजधानी दिल्ली में हत्या की वारदात का बढ़ना यह साबित करता है कि यहां कानून-व्यवस्था की हालत ठीक नहीं है। अपराधियों को पुलिस का कोई भय नहीं है। रविवार को मध्य दिल्ली के ओल्ड राजेंद्र नगर इलाके में संपत्ति विवाद में दंपती और उनके बेटे की घर में घुसकर हत्या कर दी गई। पिछले कुछ दिनों में ऐसी कई वारदात हो चुकी हैं। इससे पता चलता है कि यहां दिमाग में धन-दौलत और संपत्ति इतनी हावी हो गई है कि पूरा का पूरा परिवार ही खत्म करने में भी लोगों को हिचक नहीं हो रही है। यह कोई इकलौती वारदात नहीं है। अगर पुलिस के आंकड़ों को देखा जाए तो प्रॉपर्टी के लिए होने वाली हत्याओं का ग्राफ बढ़ रहा है। 

प्रॉपर्टी ही नहीं यहां छोटी-छोटी बातों पर भी हत्याएं हो रही हैं। पिछले साल तो सिगरेट और पराठा नहीं देने पर भी हत्या की वारदातें अंजाम दी गई थीं। उधार के पैसे मांगने, किराया नहीं देने पर हमले और रोडरेज की घटनाएं तो रोजाना होती रहती हैं। यह स्थिति देश की राजधानी की है तो बाकी शहरों में क्या हो रहा होगा यह आसानी से समझा जा सकता है। समझने कि बात यह भी है कि दिल्ली पुलिस ऐसी वारदातों पर अंकुश लगाने में क्यों नाकाम रहती है। इसका सीधा-सीधा जवाब यह है कि दिल्ली पुलिस में कर्मचारियों की संख्या शहर की आबादी के हिसाब से काफी कम है। पिछले दिनों दिल्ली हाई कोर्ट ने भी इस मामले पर टिप्पणी की थी और कहा था कि पुलिस को जल्द से जल्द कर्मचारियों की भर्ती करनी चाहिए। इसके अलावा गौर करने वाली एक बात यह भी है कि क्या सिर्फ पुलिसकर्मियों की संख्या बढ़ा देने से ही इस पर अंकुश लग जाएगा। ऐसा तब तक मुमकिन नहीं है, जब तक कि दिल्लीवाले खुद इसके लिए जागरूक नहीं होते। पुलिस को भी वारदात के बाद ही सूचना क्यों दी जाती है। होना तो यह चाहिए कि किसी भी तरह का झगड़ा होने या फिर विवाद की स्थिति में फौरन पुलिस को जानकारी दी जाए, लेकिन दिल्लीवाले किसी झगड़े में पड़ने के डर से ऐसा नहीं करते। हर किसी को एक जागरूक शहरी होने का फर्ज निभाना चाहिए और वक्त रहते इसकी जानकारी पुलिस को देनी चाहिए। इससे काफी हद तक इन वारदातों को कम किया जा सकता है। साथ ही पुलिस को भी चाहिए कि वह अपना सूचना तंत्र मजबूत करे ताकि वारदात से पहले ही उसे जानकारी मिल सके।

Using Services

1. Open Services.
2. In the details pane, right-click the service that you want to configure, and then click Properties.
3. On the General tab, in Startup type, click Automatic, Manual, or Disabled.
4. To specify the user account that the service can use to log on, click the Log On tab, and then do one of the following:
   
   
   • To specify that the service uses the Local System account, click Local System account.
   • To specify that the service uses the Local Service account, click This account, and then type NT AUTHORITY\LocalService.
   • To specify that the service uses the Network Service account, click This account, and then type NT AUTHORITY\NetworkService.
   • To specify another account, click This account, click Browse, and then specify a user account in the Select User dialog box. When you are finished, click OK.
5. Type the password for the user account in Password and in Confirm password, and then click OK. If you select the Local Service account or Network Service account, the password must be blank.

• To open Services, click Start, click Control Panel, double-click Administrative Tools, and then double-click Services.

1. Open Command Prompt.

Caution

• Most services are not designed to have the default account changed. Changing the default account of a service could result in the service failing to start.
• Changing the default service settings may prevent key services from running correctly. It is especially important to use caution when changing the Startup type and Log on as settings of services that are configured to start automatically.
• In most cases, it is recommended that you not change the Allow service to interact with desktop setting. If you allow the service to interact with the desktop, any information that the service displays on the desktop will also be displayed on an interactive user's desktop. A malicious user could then take control of the service or attack it from the interactive desktop.

Important

• To improve performance and security in the Windows Server 2003 family, several services have been disabled by default that were previously enabled on Windows 2000. For a table that lists the default settings and provides information about how to enable these services, see Default settings for services. Note that these settings apply only to new installations, not upgrades; all previous service configurations are preserved during upgrades to the Windows Server 2003 family.
• The Local Service account and Network Service account are configured with a null password. Whatever password information you supply is ignored. For more information about service accounts, see Services permissions.
• It is recommended that user accounts that are used to log on as a service have the Password never expires check box selected in their properties dialog box and that they have strong passwords. For more information about creating strong passwords, see Related Topics.

Notes

• To perform this procedure, you must be a member of the Administrators group on the local computer, or you must have been delegated the appropriate authority. If the computer is joined to a domain, members of the Domain Admins group might be able to perform this procedure. As a security best practice, consider using Run as to perform this procedure.
• If account lockout policy is enabled and the account is locked out, the service will not start. For more information about account lockout policy, see Related Topics.
• If you enable or disable a service and you encounter a problem starting the computer, you can start the computer in Safe Mode. In Safe Mode, core services that are required to start the operating system are started in a default scheme, regardless of any changes that are made to the service settings. Don't forget your achievements

Managers often forget achievements of team members. You shouldn't. Start making a list of what you feel are your accomplishments. Add everything, even the smallest. So when the discussion happens, you know what to highlight.

Don't let the manager forget your achievements

It's not just about remembering your achievements but also making the manager remember them. It won't look nice if you have to remind him/her of how useful you have been when the boss is actually being critical. So make sure he/she is constantly aware of your good work.

Get across the message subtly

To get across the message that you are awesome, you have to build an easy relationship with the boss so that you can casually mention how one of your strategies worked well or how you plan to bring in changes.

Just deliver on expectations

But just tom-tomming your work may not work well if the manager has already formed an opinion about you. You need to break that perception. And the only way is doing something he/she has subtly been asking of you for long and you haven't been able to deliver.

Surprise the boss

This needs hard work. To make the manager really happy, do at least one thing he/she never expected out of you. Pleasantly surprise the boss, with your work results. The boss will always remember that when the two of you sit down for the appraisal meeting.
